With the right books and some time set aside, the only issue now is sticking to the goal of reading more. When making goals of any type, it helps to make them SMART.
Specific
I want to read __ books this year.
Measurable
Break down the goal into smaller segments. For example, 12 books a year = 1 book a month.
Achievable
What time will I set aside every day to ensure I can reach the goal? For example, I usually set aside some time between classes/work to read one of the books in my bookbag.
Relevant
Make sure the books you choose will help you reach your other goals. For example, one of my ongoing goals is learning philosophy, so many of my book choices tend towards that area of study.
Time-bound
Re-evaluate your goals periodically to ensure you're keeping up with them. It's not bad to shift your specifics to adapt to whatever life happens to be throwing your way.
